Consulate and clinics in Cuidad Juarez, Mx open on 4th of July?

My wife and I are planning our 3rd and final trip to Cuidad Juarez, Mexico. In order to finally get her visa she needs to retake her medical exam at one of the only 2 clinics in the city. Does anyone know if the clinics and consulate are open Monday July 4th, 2011?
